place in the town of Chewandswallow across an ocean. In this town, the
weather
isn't normal. Instead of rain, it's meatballs. Instead of snow, it's
mashed potatoes.
The story is being told to a boy by his grandfather. It is raining outside and the boy is bored so his grandpa decides to tell him the story. The grandfather enjoys telling stories.
Grandpa tells the story as if he is from the town. He never actually confirms it, though. The boy really enjoys the story.
