The Council on Staff Affairs met in the President's Dining Room in = Palms=20 Dining Center on September 12, 1995.=20

Members Present: Bill Bennett, Joan Brooks, Chenee Chisholm, Wanda = DeWeese,=20 Bill Filtz, Mary Jane Keene, Pat Rozier, Beverly Sharpe, Sue Teel, Paul = Worth,=20 Jim Yates, and tim Yorkey..=20

  1. The meeting was called to order by Chair, Sue Teel at 8:20am.=20

  2. The minutes of the August 8, 1995 meeting were approved as = written.=20

  3. Treasurer's Report: $2,475.97 and reported a FY budget of $2,500. = $24.03=20 expended to copying and printing.=20

  4. Committee Reports:=20
    a. Communications/Elections - No Report
    b. Policy - No = Report
    c.=20 Welfare - No Report
    d. Employee Recognition - No Report
    e. = Parking=20 Appeals - No Report
    f. By-Laws - No Report
    g. Staff = Development - No=20 Report

  5. Report from the Chair - As Chairperson for the COSA, Sue Teel will = be=20 attending the Administrative Council meetings with President Bailey = and his=20 Cabinet. She will make a full report to the COSA at the October = meeting.=20

  6. Old Business:=20
    a. The proposal that a Sick Leave Bank be started at VSU was=20 re-introduced. The legality of the Sick Leave Bank was discussed and = possible pros and cons of having one. More discussion will take = place at the=20 next meeting.

  7. New Business=20

    a. Retiree Foundation - The establishment of some type of = memorial to=20 staff members who have and will retire from VSU was introduced. The = Welfare=20 Committee will come up with a proposal that would honor these = retirees with=20 a Retiree Walkway.=20

    b. Parking Slots - COSA made a motion to make a recommendation to = President Bailey suggesting parking slots be one color for faculty = and=20 staff. Chair Teel will present the recommendation to President = Bailey.=20

    c. Orientation for new staff members - The Board decided to = create a=20 brochure that would contain information about COSA and that could = easily be=20 displayed around campus. The brochure would be given to every new = staff=20 member.=20

    d. Staff Night - The Athletic Department has designated Saturday, = Nov. 4,=20 Staff Night at Cleveland Field. The VSU Blazers will be playing = Mississippi=20 College at 7pm. VSU Staff members can purchase tickets for $2.00.=20

  8. Other Business=20

    a. Salaries Study - The question of whether or not VSU employees = were=20 receiving equal pay and benefits as employees at other University = System of=20 Georgia colleges and universities arose. The Board made a motion to = form a=20 committee that would conduct a study and make a full report to the = COSA=20 regarding its findings. The committee members are: Chenee Chisholm, = Chair,=20 Pat Rozier, Beverly Sharpe, Sandra Denson, and Joan Brooks; two = other COSA=20 members have been asked but have not yet responded.
