the ad hoc Committee was held on Tuesday, September 1, 1992 at the =

Jim Black, Chairman, ad hoc Committee, called the meeting to order at =
2:30 p.m.=20
<P>Present: Norma Barr, Vanessa Brunston, Winnie Collins, Angel Diaz, =
Juanita=20
Faircloth, Pat Gilliland, Inman Grimsley, Ann Holland, Gordon House, =
Carl James,=20
Tim King, Bob Krawczyk, Robert Lee, Russ Mast, John Miller, Donna Nolan, =
Don=20
Parks, Allie Thomas, H. Watson, and Karrie Yeatman=20
<P>Absent: Mary Jane Keene and Steve Roberts=20
<P>The first order of business for the new COSA was to elect officers. =
The=20
offices of president and vice president were elected for one year terms =
as=20
follows:=20
<P>Russ Mast - President=20
<P>Donna Nolan - Vice President=20
<P>Donna Nolan made a motion that the office of secretary, treasurer, =
and=20
parliamentarian be appointed. Bob Krawczyk seconded this motion and the =
motion=20
passed unanimously. The one year appointments were:=20
<P>Juanita Faircloth - Secretary=20
<P>Ann Holland - Treasurer=20
<P>Robert Lee - Parliamentarian=20
<P>All agreed to serve. These officers will serve a three year term as =
COSA=20
members.=20
<P>The second item of business was to hold a lottery to determine the =
terms of=20
the voting members of COSA not elected to an office. They were:=20
<P>Vanessa Brunton - 2 years=20
<P>Norma Barr - 1 year=20
<P>Angel Diaz - 1 year=20
<P>Pat Gilliland - 2 years=20
<P>Carl James - 2 years=20
<P>Bob Krawcyzk - 2 years=20
<P>John Miller - 2 years=20
<P>Steve Roberts - 3 years=20
<P>Allie Thomas - 1 year=20

<P>The third item of business were the proposed By-Laws presented by the =
ad hoc=20
Committee. After a correction on Page 3, Section II, E, (omit the word =

title) and a short discussion, Vanessa Brunston made a motion that the =
By-Laws=20
be adopted, Donna Nolan seconded the motion and the motion passed.=20
<P>The Council agreed to appoint a sub-committee to study and possibly=20
amend/clarify, if necessary, Section II, B, 4 of the By-Laws. A copy of =
the=20
By-Laws is attached.=20
<P>Other Business.=20
<P>Don Parks announced that he would be heading the United Way drive for =
VSC and=20
encouraged everyone to help when needed=20
<P>The meeting adjourned at 3:35 p.m.=20
