Minutes of September 14, 2004

 

1)      =20 Call To = Order

Dr.=20 Zaccari announced the nominees for Employee of the Semester: Wanda = Lockridge,=20 President=EF=BF=BDs Office; Ann Harris, Student Health Services; Brenda = Faulkner,=20 Housing & Residence Life; Marty Atkins, Plant Operations; and = Deborah Sikes,=20 OASIS.  Deborah Sikes was congratulated as the Employee of the=20 Semester.

 

Special Order of the Day =EF=BF=BD Presentation by the President =

Dr.=20 Zaccari gave a preview of the information he planned to present to the = Deans on=20 September 15th.  He began by reassuring members and = guests that=20 his first goal is to take care of the employees.  The President = stressed=20 that his commitment is to the employees and that he will do everything = possible=20 to retain jobs; however, this round of cuts will make that goal = difficult to=20 accomplish.  Dr. Zaccari said that he doesn=EF=BF=BDt =EF=BF=BDwant = anyone to panic, and we=20 are working hard to stay in contact with the Chancellor=EF=BF=BDs = office. . . I just=20 can=EF=BF=BDt promise there will be no layoffs.=EF=BF=BD  The total = amount that must be cut=20 across the entire USGS system is $69 million, VSU=EF=BF=BDs portion of = that is $1.79=20 million (Handout #1), an amount approximately equal to = VSU=EF=BF=BDs payroll for=20 the month of June.  If the cuts are not made, there will be no = money for=20 salaries and fringe benefits for the month of June, 2005.  Possible = options=20 for funding the budget cut are a tuition increase and a reduction in=20 personnel.  The 2005 FY budget (the one we are currently under) was = based=20 on a forecasted increase in enrollment; VSU is actually down 200 = students,=20 resulting in less money than anticipated.  However, these numbers = can be=20 misleading because the number of undergraduate students has actually=20 increased.  The lower overall number is due to fewer students in = the=20 graduate school.   Subtracting the reserve fund and adjusting = for the=20 tuition shortfall leaves approximately $1.3-1.4 million to cut out of = our=20 budget.  Active cooperation and input from everyone in the VSU = community=20 will be needed in order to accommodate the mandatory spending cuts, = abide by the=20 USGS Budget Principles (see Handout #1) and still accomplish our = core=20 mission of high-quality classroom instruction.

 

Since Dr. Zaccari came to VSU just 31 months = ago, the=20 University has lost $9,000,000 in funding.  In attempts to meet = past budget=20 cuts, off-campus program directors, coordinators, and teachers at our = satellite=20 campuses have already been laid-off.  In recent years we have = experienced=20 dramatic increases in enrollment, but because the current year=EF=BF=BDs = funding is=20 based on information and enrollment of two years ago, planning for and = funding=20 current needs can be problematic.  As a university, our first = mission is,=20 and must be, teaching.  Dr. Zaccari stated that =EF=BF=BDwe must = shift more=20 resources to the classroom and other teaching priorities=EF=BF=BD in = order to fulfill=20 this mission.  Governor Purdue challenged all university presidents = to=20 rethink how their campuses operate and submit recommendations for = meeting the=20 required budget reductions.  In addition to the mandate to follow = USGS=20 Budget Principles, the four assumptions driving the recommendations=20 are:

a)      =20 The level of state = support is=20 rapidly decreasing.  The 2006-07 year is the first time that we = will not=20 get full formula funding. 

b)      =20 Historically, Georgia = charges=20 very low tuition (Example, tuition at Western Kentucky University (a = regional=20 university with a 17,000 enrollment) is only $1000 more than at = Georgia=EF=BF=BDs=20 premiere research university, UGA.). 

c)      =20 Access to Georgia = colleges and=20 universities has been very good in the past, but now there is not enough = money=20 for everyone.

d)      =20 University support = functions=20 across the state must be consolidated. 

Possible ways to cut the required amount from = our budget=20 without jeopardizing the University=EF=BF=BDs mission include reducing = the number of=20 part-time faculty, cutting programs (GSAM has already been cut; the=20 international exchange program will be reduced), reduce summer classes = (offer=20 only core courses), attrition (position vacancies due to retirements or = other=20 reasons will not be filled) and reduce our utility expenses (electricity = usage=20 is up $220,000 over last year).  Dr. Zaccari said that since the=20 Maintenance Department has already been hit hard, he is confident that = we will=20 not have to turn to that department=EF=BF=BDs people first, but he = stated forcefully=20 that every department will have to participate in budget cuts.  The = President asked for everyone present to help contribute to the success = of cost=20 saving efforts and suggested that just turning off lights when the rooms = are not=20 in use and turning off computers when they will not be used for an hour = or more=20 would make a difference.  Dr. Zaccari expressed his deep = appreciation to=20 all employees, stating that without employees doing their jobs well, we = could=20 not have dealt with the $7.2 million cut already experienced.  He = stressed=20 that the cuts (both past and this $1.79 million one) are permanent, not=20 temporary.  In this time of severe budget constraints, = accomplishing our=20 goal of  =EF=BF=BDCreating a More Educated Georgia=EF=BF=BD while = protecting the people and=20 jobs of VSU will demand the active input of every member of the VSU=20 community.  Working together and working smarter has never been = more=20 important.

 

Members and guests offered a few suggestions = for cost=20 savings, including changing to new energy-efficient lamps, accepting=20 air-conditioning two degrees warmer and heating a little cooler, turning = off=20 printers, copiers and other electrical devices when not in use, and = duplex=20 copying.  Dr. Zaccari told everyone that the Chancellor has sent = our=20 strategic plan to every other USGS school as an excellent example of = what they=20 should be doing.  The Chancellor=EF=BF=BDs action is a very high = compliment, and=20 the plan is indicative of what VSU employees are capable of = accomplishing when=20 working as a team.  Dr. Zaccari asked that every employee write = down his or=20 her cost saving ideas and send them to him via campus mail or email (rzaccari@valdosta.edu).  = He=20 stressed again his commitment to take care of VSU employees; he then = exhorted=20 everyone =EF=BF=BDto keep the faith=EF=BF=BD and =EF=BF=BDdon=EF=BF=BDt = give up!=EF=BF=BD

b)      =20 Parking Appeals=20 Committee =EF=BF=BD = Chair Mike McKinley reported that the report = for August=20 will be distributed via email by Friday, 9/17/04, and addressed by COSA = at the=20 October 12th meeting.

c)      =20 Minutes=20 Distribution=EF=BF=BDno report.  Shana Yorkey mentioned that = the=20 committee will have a report for the October 12th = meeting.

d)      =20 Brochure=20 Revision=EF=BF=BDChair = Sharon Butcher=20 reported that the revised brochure will be presented to members at the = October=20 12th meeting.

b)     State Charitable = Contributions Program =EF=BF=BD Chair Bob=20 Lee reported that he will meet with Doug Farwell tomorrow to set up team = captains.  Ways to reduce expenses are being = investigated.

Public Relations Chair to Oversee COSA=20 Website.  = Following discussion, a motion was made by Bob = Lee to=20 have the Public Relations Chair oversee the COSA website.  The = motion was=20 seconded by Ann Holland.  Motion carried.  Chair Patrick Smith = requested that the Policy Committee update the Bylaws and Procedures=20 accordingly.

Staff Appreciation Day

a)      =20 General=20 Discussion:  The importance of having every = member=EF=BF=BDs active=20 participation on the Staff Appreciation Day Committee and their input = regarding=20 the planning and other preparations for the event was stressed.  = Because of=20 increasingly busy schedules, more frequent use of the COSA listserv for=20 communications was recommended.  Allocating time during the regular = monthly=20 meeting for Staff Appreciation Day issues (in addition to bi-weekly = meetings of=20 the S.A.D. Committee) was discussed and met with general = approval.

b)      =20 Members discussed = the=20 advisability of rescheduling Staff Appreciation Day due to the great amount of rain that the = field at North=20 Campus has received because of the hurricanes.  Given the forecast = of=20 additional heavy rains, the field will not be able to dry out in = time. =20 Following discussion, Marshall McLane and Mike Hamm moved that Staff=20 Appreciation Day be rescheduled; Bob Lee seconded.  Motion=20 carried.

c)      =20 Members discussed = three=20 possible dates for Staff Appreciation Day=EF=BF=BDOctober 22, November 5, and November = 19.  Mike=20 Hamm moved that SAD be rescheduled to November 5, 2004.  Marshall = McLane=20 seconded, the motion passed.

d)      =20 Planning=20 Details were = discussed:  Beth=20 Giddens will contact vendors with the new date.  Rebecca Taylor = will=20 contact the DJ. Moody will be contacted about the dunking booth. David = Bennett=20 will check on prices for chicken halves.  H&L will donate one = case of=20 chicken (we will probably need five cases total).

e)      =20 Shawn Gibbons moved = that COSA=20 meet again regarding = Staff=20 Appreciation Day on September 28th at 8:30 a.m.  Trisha = Taylor=20 seconded. Motion carried. 

f)       =20 Josie Stone = submitted her=20 resignation as Chair of = the Door=20 Prize Sub-committee.  Ramona Wayne and Lisa Hayes volunteered to = co-chair=20 the sub-committee.  Mike McKinley and Rebecca Taylor will also = serve on the=20 sub-committee.

g)      =20 Members viewed the = four=20 possible logos for the Staff Day t-shirts (Handout #2).  The motion to approve = Version =EF=BF=BDA=EF=BF=BD=20 was made and seconded.  Motion carried.
