<P>Present: Norma Barr, Jim Black, Vanessa Brunston, Angel Diaz, Juanita =

Faircloth, Inman Grimsley, Ann Holland, Gordon House, Bob Krawcyzk, =
Robert Lee,=20
Russ Mast, John Miller, Donna Nolan, Steve Roberts, Allie Thomas, H. =
Watson, and=20
Karrie Yeatman.=20
<P>Absent: Carl James and Pat Gilliland.=20
<P>The agenda was as follows:=20
<P>
<OL>
  <LI>COSA's representation on the Administrative Council. Jim Black =
reported=20
  his discussion with Dr. Bailey. After reviewing the rule of "What is =
an=20
  administrator?", only two members of COSA can serve as members of the =
AC=20
  (President and Vice President). Jim expressed Dr. Baileys readiness to =
help=20
  the COSA accomplish their goals.=20
  <P></P>
  <LI>Appointed committee members as follows:=20
  <P>Communication Comm.- Steve Roberts, James Miller, Allie Thomas, =
Carl James=20
  (Chairman - Steve Roberts) Welfare Comm. - Vanessa Brunston, Angel =
Diaz, Bob=20
  Krawczyk (Chairman - Angel Diaz) Policy Comm. - Norma Barr, H. Watson, =
Karrie=20
  Yeatman (Chairman - Karrie Yeatman)=20
  <P>Each committee was asked to appoint a chair and notify Russ Mast as =
soon as=20
  possible.=20
  <P></P>
  <LI>COSA's budget for the FY '92-93 is $2500.00=20
  <P></P>
  <LI>Old Business - none=20
  <P></P>
  <LI>New Business=20
  <P>(a) Pat Gilliland, representing the professional, non-faculty =
staff,=20
  resigned from VSC to take a position at ABAC. According to the =
By-Laws, the=20
  executive council may fill a vacancy by appointment until the next =
election.=20
  The appointee must come from the area within which the vacancy =
occurred. The=20
  executive committee will meet and appoint a person to fill this =
vacancy.=20
  <P>(b) Karrie Yeatman brought to the attention of the Council the =
moving of=20
  the Credit Union from the Education Center. She then made a motion as =
follows:=20
  COSA write a letter expressing their desire, that if the Credit Union =
is to be=20
  moved that it be moved to an area within close proximity of all =
employees at=20
  VSC. Donna Nolan seconded the motion and the motion passed.=20
  <P>(c) Russ Mast asked COSA members if they desired the president of =
the SGA=20
  to sit on the COSA. Steve Roberts made a motion that the president of =
the SGA=20
  be asked to sit on the COSA as an ex-officio non voting member. Karrie =
Yeatman=20
  seconded the motion and the motion passed. This called for an =
amendment to=20
  Section II-E of the By-Laws. Steve Roberts made a motion that the the =
By-Laws=20
  be amended to read:=20
  <P>Ex-Officio Members The Staff Council will include the Director of =
Personnel=20
  as an ex-officio, voting, non-office holding member and the President =
of the=20
  Student Government Association as an ex-officio, non voting, non =
office=20
  holding member. Karrie Yeatman seconded the motion and the motion =
passed.=20
  <P>(d) Inman Grimsley reported that November is Open Enrollment month. =
He has=20
  set up various times and places to meet with employees and he asked =
that COSA=20
  encourage their co-workers to attend.=20
  <P>(e) Russ Mast reported that COSA cannot respond to anonymous =
letters. We=20
  are not a grievance committee. COSA agreed to make copies of grievance =
steps=20
  and procedures for employees and distribute them with the next pay =
checks for=20
  individuals or supervisors to read to their employees. Russ Mast will =
ask Dr.=20
  Jerry Hardee to speak to COSA at our next meeting regarding=20
  grievances/harrassment, if his schedule will permit.=20
  <P>(f) Angel Diaz asked the chair about a wage survey for the staff. =
Angel=20
  agreed to chair a committee to do a comparative wage survey in our =
area.=20
  Example - Moody and selected industries.=20
  <P>(g) After a short discussion COSA agreed to take a stand on tuition =

  assistance for employees. The Welfare Committee was asked to draft a =
letter to=20
  go on record stating COSA's views.=20
  <P>(h) COSA agreed to distribute copies of the By-Laws and minutes to =
all VSC=20
  staff. Definite distribution methods will be decided later. =

<P>The meeting adjourned at 3:30 p.m.=20
