closed, for=20
any reason, The Palms Dining Center and/or other Food Service units have =
no=20
compelling customer reason to be open, except on a limited basis (and =
then=20
usually in cash sales only).<SPAN style=3D"mso-spacerun: yes">&nbsp;=20
</SPAN>Employees are urged to budget their finances accordingly, =
including the=20
accumulation of annual leave.</FONT></P>

</SPAN>The GHP program has enabled Food Service to keep more employees =
on the=20
payroll for a longer period of time during the summer.</FONT></P>

the payroll, Mr. Kellner noted that some employees are reluctant to do =
any work=20

</SPAN>In this case, mandatory annual leave or leave without pay is the =
only=20
option.</FONT></P>

can accrue annual leave for periods of their own =
determination.</FONT></P>

move more Food Service=20
areas to =EF=BF=BDbranded concepts=EF=BF=BD rather than traditional meal =
plans so that units=20
have a menu selection with broader customer appeal (more than Residence =
Hall=20
meal plans) and thus can stay open longer periods without losing =
money.<SPAN=20
style=3D"mso-spacerun: yes">&nbsp; </SPAN>This year students on the meal =
plan can=20
eat 3 meals per week on an =EF=BF=BDequivalency=EF=BF=BD system, and =
more activity has been seen=20
in cash sales areas.<SPAN style=3D"mso-spacerun: yes">&nbsp; </SPAN>The=20
equivalency meal choice will increase next fiscal year.<SPAN=20
style=3D"mso-spacerun: yes">&nbsp; </SPAN>As more sales occur in other =
areas,=20
employees will be shifted out of The Palms Dining Center to accommodate=20
customers.<SPAN style=3D"mso-spacerun: yes">&nbsp; </SPAN>This shift in =
eating=20
pattern will help alleviate, somewhat, the number of employees affected =
by=20
mandatory leave.</FONT></P>

</SPAN>Federal wage guidelines prohibit not making payment for hours =
worked, and=20
there is no authorized way to spread a yearly salary over a 12-month =
period to=20
compensate for down time.<SPAN style=3D"mso-spacerun: yes">&nbsp; =
</SPAN>Even VSU=20
faculty are hired on a ten-month contract and cannot have their salary =
spread=20
over 12 months under current Board of Regents policy.</FONT></P>

technically they are not unemployed. Normally, unemployment claims would =
be=20

example outside of VSU might be the bus drivers for the City of Valdosta =
